How to craft these materials
Iron Nugget
Iron Ingot
Iron Nugget ×9Shapeless: the slots can sit anywhere on the grid.
Eight nuggets and a soul torch
One iron ingot in any crafting grid becomes nine nuggets; keep eight. A soul torch is coal on a stick with soul sand under it on the Crafting Table; charcoal works in place of coal. Soul sand sits in soul sand valleys and around Nether fortresses. A regular lantern uses a normal torch in the same ring.
Soul torch in the center
Open the Crafting Table. Drop the soul torch in the very middle square, then put an iron nugget in every remaining square. One soul lantern appears on the right; take it. The 2×2 inventory cannot hold this 3×3.
Hang the blue light
Stand it on a block or hang it from the underside, same as a lantern. The flame is blue and the light is weaker than a normal lantern, so you need them a little closer along a path. A pickaxe breaks it and the soul lantern drops.
