Sand, gravel, one white dye
Dig four sand with a shovel in a desert or on a beach. Regular sand only; red sand stays out of this mix. Dig four gravel in a riverbed or a cave; the same shovel works, and some blocks drop flint instead, so keep digging until you have four gravel. One bone meal in any inventory square becomes one white dye. Green dye swaps the color if you want green powder instead.
Nine pieces, any squares
Open the Crafting Table. Put the dye, the four sand, and the four gravel in any of the nine squares. Eight concrete powder appear on the right; take them. This mix fills the 3×3, so the inventory 2×2 cannot hold it.
Powder against water
Place the powder next to a water source or in flowing water. It hardens into concrete on contact. The powder falls like sand if nothing sits under it. A shovel breaks the hardened block fastest.
